How WhatsApp billing works
Meta moved the WhatsApp Business Platform from conversation-based billing to per-message billing on 1 July 2025. Business-initiated template messages, marketing, utility, and authentication, are each billed per send at a rate that varies by country. A BSP such as a CPaaS provider typically adds its own markup per message on top of Meta's base rate.
Templates must be submitted to and approved by Meta before you can send them, and they fall into one of the three categories above. Separately, when a customer messages your business first, you get a 24-hour window in which you can send free-form replies without a template. A click on a Click-to-WhatsApp ad or Page CTA extends that window to 72 hours.
- Marketing templates: promotional messages, require opt-in, generally the most expensive category.
- Utility templates: order and account updates, priced lower than marketing.
- Authentication templates: OTPs and verification codes, typically the cheapest category.
- Service replies: free-form messages inside the 24-hour window, currently free but reported to change from 1 October 2026.

01How does WhatsApp Business API pricing actually work?
Since 1 July 2025, Meta bills WhatsApp Business Platform traffic per message rather than per 24-hour conversation. Business-initiated template messages (marketing, utility, authentication) are charged per send at a rate that varies by country. A BSP (Business Solution Provider) typically adds a markup per message on top of Meta's base rate.
02What are the WhatsApp message categories?
Marketing templates are promotional and need explicit opt-in. Utility templates cover order updates, delivery alerts, and account notices. Authentication templates deliver OTPs and login codes. Service messages are free-form replies you send inside the 24-hour customer service window after a user messages you first.
03What is the 24-hour window?
When a customer messages your business, you can reply with free-form (non-template) messages for 24 hours from their last inbound message at no extra charge under the current model. Outside that window, you must use a pre-approved template message, which is billed per the category above.
04What changes on 1 October 2026?
Meta is reported to extend per-message charging to service replies and utility messages sent inside the 24-hour window, which are currently free. This calculator lets you toggle that scenario on to see the projected impact, but treat it as a modeled estimate until Meta confirms the change on its own pricing pages.
